Start Internet Explorer. On the File menu, determine whether the Work Offline option is enabled. Note If this option is enabled, a check mark appears next to Work Offline. There should be a DWORD value called 'GlobalUserOffline'. Make sure that its value is set to zero. Also make sure that in the IE 'File' menu, 'Work Offline' is not checked. This document describes how to use the Always Offline mode of Offline Files to provide faster access to cached files and redirected folders. Always Offline also provides lower bandwidth usage because users are always working offline, even when they are connected through a high-speed network connection.
Prerequisites
To enable Always Offline mode, your environment must meet the following prerequisites.
- An Active Directory Domain Services (AD DS) domain with client computers joined to the domain. There are no forest or domain functional-level requirements or schema requirements.
- Client computers running Windows 10, Windows 8.1, Windows 8, Windows Server 2016, Windows Server 2012 R2, or Windows Server 2012. (Client computers running earlier versions of Windows might continue to transition to Online mode on very high-speed network connections.)
- A computer with Group Policy Management installed.
Enable Always Offline mode
To enable Always Offline mode, use Group Policy to enable the Configure slow-link mode policy setting and set the latency to 1 (millisecond). Doing so causes client computers running Windows 8 or Windows Server 2012 to automatically use Always Offline mode.
Note
Computers running Windows 7, Windows Vista, Windows Server 2008 R2, or Windows Server 2008 might continue to transition to the Online mode if the latency of the network connection drops below one millisecond.
- Open Group Policy Management.
- To optionally create a new Group Policy Object (GPO) for Offline Files settings, right-click the appropriate domain or organizational unit (OU), and then select Create a GPO in this domain, and link it here.
- In the console tree, right-click the GPO for which you want to configure the Offline Files settings and then select Edit. The Group Policy Management Editor appears.
- In the console tree, under Computer Configuration, expand Policies, expand Administrative Templates, expand Network, and expand Offline Files.
- Right-click Configure slow-link mode, and then select Edit. The Configure slow-link mode window will appear.
- Select Enabled.
- In the Options box, select Show. The Show Contents window will appear.
- In the Value name box, specify the file share for which you want to enable Always Offline mode.
- To enable Always Offline mode on all file shares, enter *.
- In the Value box, enter Latency=1 to set the latency threshold to one millisecond, and then select OK.
Note
By default, when in Always Offline mode, Windows synchronizes files in the Offline Files cache in the background every two hours. To change this value, use the Configure Background Sync policy setting.

Examples
The following example uses CreateObject in Visual Basic to launch an instance of Internet Explorer.
The following C# example launches an instance of Internet Explorer and navigates to a Web page. The code also demonstrates how to create an event handler to listen for the BeforeNavigate2 event. The project requires a reference to the Microsoft Internet Controls (SHDocVw) type library.
You can use the offline browsing feature of Internet Explorer 8 to view your RSS feeds and Web page subscriptions. Offline browsing is especially beneficial when you’re using a laptop computer and can’t get connected to the Internet or when you rely on a slow dialup connection. Offline browsing enables you to download Web content during nonpeak hours and browse it whenever you want.
Once Internet Explorer goes into offline mode, it won’t go back online until you either restart the computer or manually turn offline browsing off.
To turn offline browsing on and off, choose Work Offline from the Tools drop-down menu (or press Alt+FW). You can view offline content in several ways:
- By revisiting Web pages stored in the cache as part of the History. When browsing offline Web sites, you’ll find that Web sites open almost instantly.Open these pages by selecting them from the History Explorer bar, which you open by pressing Ctrl+Shift+H, by clicking the History tab on the Favorites/Feeds/History bar, or by choosing View→Explorer Bars→History from the Internet Explorer menu bar.
- By visiting updated Web pages marked as Favorites that have been stored for later viewing. This will give you the most complete content. IE will also save other pages that are linked to the one you’re saving and automatically check for updated content.
- To save a Web page for later offline viewing, choose File→Save As and and save it as one of the Web page or Web archive file types in the Save As Type drop-down menu.
- Open these pages by choosing them from the Favorites menu, or click the View Favorites, Feeds and History button on the Favorites toolbar. Then select the Web from the Favorites tab.
- By opening Web pages that are stored in folders on local disks, such as the hard drive or a CD-ROM. When browsing offline Web sites, you’ll find some of the links aren’t available for offline viewing.Open the page by typing the pathname in the address bar of Internet Explorer. You can also open a local Web page with the Open dialog box (press Ctrl+O).
Internet Explorer lets you know when a link isn’t available by adding the international “No” or “Don’t” symbol (you know, the circle with a backslash in it) to the normal hand mouse pointer.
Internet Explorer Offline Mode Turn Off
If you click a hyperlink to a page that hasn’t been downloaded, IE will display a Web Page Unavailable While Offline alert dialog box. Click Connect or press Enter to have IE go online and go to the requested page. To remain offline, click the Stay Offline button instead.
